1995 Acura Legend is OBD1 compliant, and there is no 16-pin DLC. OBD adapters and cables work with only OBD2 vehicles.
You can retrieve trouble codes, though by counting blinks of check engine light after jumping 2-pin connector, located under the dash of passenger side.
